In September 2024, Hurricane Helene brought catastrophic flooding to Western North Carolina's mountain communities—places 500 miles inland that aren't prepared to face hurricanes.
When official systems failed, neighbors became first responders. Volunteers created supply chains. Communities organized themselves in ways no one planned for.
